How does the guard break setup where you do jumping pipe on incoming and then air SPD the opponent work? Do they have to block the pipe first?
They push block incoming pipe. You dash through the push block and tiger knee a air-spd. It’s similar to the incoming set up Spencer has with his up command grab and the guard breaks Magneto/Doom do with assists.

What’s the best assist for Haggar in the neutral? I want to run Haggar/X/Strider, but I seem to lose every. single. match. Vajra gives him some good options against air opponents, but it just isn’t enough. Things are fantastic when I get the first hit, but I always lose if I don’t. Makes the game near-unplayable because it seems like I’ve already lost if I don’t get that first hit, especially against characters like Hulk and Vergil.
A friend of mine may have discovered a true guard break for Haggar using Deadpool H Trigger Happy Assist, I still need to do some more testing though.
Meaty timing beats both normal block and advance guard, and if the guns hit you can confirm off them with Wild Swing. Timing is super strict though.
Doom Plasma beam is the best IMO. Arthur daggers, Sent drones (hard to protect as mayor though), Magneto disruptor, Iron man beam, Strange Bolts. Chris machine gun is really underrated. You pretty much want something he can follow up on while also serving as combo extension if needed.
I personally don’t like Triple arrow as it comes out TOO fast for Haggar to follow up with. Sometimes I use Trish Low Voltage, but it’s not as effective. I don’t like Vajra as Haggar, can’t follow up after his drop kick without assist/xfactor, but Vajra was just activated.

Every Haggar player should be using projectile assists TK Haggar press for high damage 1 bar combos (that still let you DHC afterwards!)
If you use a projectile assist that lets you do this assist extension: drop kick + assist call, ground pipe xx L Hoodlum Launcher you can utilize this to get huge damage without blowing 2 or 3 bars on a THC to kill a character with not much health left. Do L Hoodlum Launcher and then perform Haggar Press by tiger kneeing it. The way I do it is by almost combing the DP and QCF motions into one. If done correctly, Haggar will combo Haggar Press right after the opponent is at the apex of the L Hoodlum Launcher throw. This works for two reasons: L Hoodlum ignores hitstun decay and always throws the opponent up at the same height, and two, tiger kneeing Haggar Press allows you to put Haggar in pre jump frames and perform Haggar Press much earlier than normally possible allowing L Hoodlum Launcher, Haggar Press to combo.
It’s awkward at first but once you get it down pat its really useful.
back in vanilla I use to tiger knee body press after L hoodlum launcher then dhc before it hit cuz it started the DHC glitch. thanks for the idea though I will test out the damage with my current haggar teams.
