The first is SFA2 Chun Li’s lvl3 Kikosho against Sakura’s lvl3 Shinkuu Hadoken, which gets completely obliterated almost instantly upon contact. The second is SFA2 Adon’s lvl3 Jaguar Revolver against Rolento’s lvl3 Mine Sweeper.

Just in case not everyone knows but while getting hit with a jab yogaflame while crouching puts you in the Vega’s(dictator) crouching animation during an unblocked hit.
also normal yoga projectiles make the victim go into Vega’s (dictator) falling down animation…

The first is SFA3 A-Blanka’s lvl3 Tropical Hazard against A-Honda’s lvl3 Fuji Oroshi. The second is SFA3 A-Vega’s lvl3 Rolling Barcelona Attack soaring above X-Juni’s lvl3 Psycho Streak.
Motion blur was more commonly used in SFA3 sprites than in the SF2 series, with the exception of SSF2/ST Cammy who started it all.

What about lightning kicks/hundred hand slap? They’ve been in the SF series since 2.
Also, Dee Jay(normals/specials), Chun Li(upkicks) and Zangief(lariat) in ST. Probably more that I can’t think of right now.
Blanka vs Honda in ESC9 looks great btw.
Hundred Hand Slap kind of has it but not really in the same way cuz it’s so all over the place. Chun’s Lightning Kicks have duplicates but not motion blur. DeeJay doesn’t really have it either, although i think his A3 version has motion blur on some moves. Gief’s Lariat doesn’t have it. Chun’s upkicks have it but they’re ST only and all of Cammy’s motion blur showed up earlier in SSF2.
So yeah, there are a few instances scattered here and there, but SSF2 Cammy was the first major appearance of motion blur.

And Gief’s lariat definitely has it, as it can be clearly seen in slow motion when you use it to finish someone off. EXAMPLE(Taken from World Warrior)
Also, I fail to see how Honda’s Hundred Hand Slap doesn’t count, only because it’s “all over the place”, blur is blur.
So anyway, yeah, Cammy is the first to have blur on her normals and a lot of it, I’ll give you that, but she’s not the first one to have blur overall.

Even though I just quickly took these as examples of motion blur earlier than Cammy's, there's still a couple of peculiar things in here, although they don't match up to the awesomeness of Maj's screens of course.
In more recent versions of the Lariat, Gief usually just rotates on his feet, spinning like a top, but here his feet are apart. I believe in the SF2 version they tried to animate Gief actually taking little steps to spin around, though it's hard to notice.
In the Dee Jay one I just find it interesting that Ken can get kicked in the face and react a moment later. Typical of videogame physics.

You’re right about Dee Jay; i missed that one. Zangief is too subtle though. As for Honda, to me it counts as a different effect when his hands are completely detached from his body.
Anyway the key word was “commonly.” And it was nothing more than idle observation to begin with. I just noticed it popping up a lot in SFA3 whereas it was extremely rare in the SF2 series.

The second is SFA2 Rose’s punch Alpha Counter triggered by Sagat’s LK Ground Tiger Shot opposite Sagat’s kick Alpha Counter triggered by his own LP Tiger Shot returned by Rose’s MP Soul Reflect.

The first is SFA Rose’s lvl3 Aura Soul Spark reflecting Ryu’s lvl3 Shinkuu Hadoken. The second is SFA Bison’s s.MK xx lvl1 Psycho Crusher killing both Ryu and Ken in Dramatic Battle mode. The super meters are gone because the super KO explosion is about to happen. It would have looked cooler if i could get Bison to do lvl3 Psycho Crusher, but for some reason Dramatic Battle Bison is helluva stingy with meter.

The first is SFA2 Sagat mashing on LK Ground Tiger Shot in CC against another Sagat mashing on LP Tiger Shot in CC. The second is SFA2 Akuma mashing on LP air FB in CC against Charlie mashing on LP Sonic Boom in CC. Akuma reached that height via vertical jumping air Hurricane Kick, which was canceled into HP air FB in CC. That first air fireball touches the ground too soon so it’s not pictured.
