i was reading the synopsis of issue ten(http://devilsdue.net/streetfighter.html#10), but i do not recall reading anything about blanka?
M. Bison’s origins aren’t really a secret.
Yes they are. They haven’t been officially tackled by Capcom in an SF game. Recently, there have been a lot of hints being thrown like in SFA3 and in SvCC that Bison isn’t even human anymore. I would like to explore that more.

What Year was he born in?
Where was he born at?
Who were his Parents?
how did he learn how to Body Hopp?

The solicitation was written and submitted way beforehand. Those were the story blurbs that was supposed to happen when we were doing the second arc in 12 issues. Then we have decided to slow down the story a bit, expand the fight scenes, etc etc, you know, things that we gotten feed back from you guys. So now the second arc will end at issue 14, and move onto the third arc. And Blanka is gonna show up in issue 12, while the Bison origin is pushed back to #15, as well as Ryu’s journey to India.
Yeah, I figured that was the reason why the summaries didn’t match with the actual issue contents. Slowing the pace down is much appreciated.
According to Previews, the back up story for #13 will be Zangief vs Mika and is illustrated by Keron Grant.
Nooooooooo!!! I want my Bison origins story. 
I hope these comics inspire Capcom to make another SF game similarly to how the SF2 animated movie inspired them to make the Alpha series.

Maybe you should try reading the site. I’m pretty sure it explains who Rose is and what exactly her relationship with Bison is.
Careful with the word exactly. I think most people would agree that thanks to Capcom, there is very little that is conclusive, particularly with Rose and Vega. The ideas so far about their relationship are still only ideas. They have some reasoning behind them but nothing conclusive. SO, bring on the theories if you have any and don’t listen to those that say you are wrong because you don’t agree with their idea.
