Most of the tvs are regular tvs with the exception of a couple that are used for halo so it should be fine.
As for SF4 set-ups I believe we have 7 right now :sad: we need a couple more

I don’t know of any tournament that bans console characters, other than scrub tourneys that ban Seth and maybe Gouken
It isn’t noted in the first post so I really doubt they’re going to be banning any character, you should be good boss
Do you have to stick to 1 character the whole tourney? (SF4), like japanese rules or can you change them as you go?
