Don’t get your hopes up. Another Seth-doing-character-walkthrough thing, he tends to make mistakes, blah blah. If it’s a hit that would suck in my opinion. ;-; But it does open up new opportunities.
simplicity is good, if you don’t call them by their game names you’re just going to confuse people.
Best answer is to not use ‘level x’ when describing his supers at all, its actually less descriptive.

@0:21, Frank levels up from 1 to 2 with a 9 hit combo ending in camera against RR. 9 exp total.
@0:37, frank rolls out of the corner vs thor, and punishes him with a 14 hit combo ending in camera. He levels up to level 3 after this. Total exp: 14 + 9 = 23.
Considering those are the only times frank uses the camera from the start of the match to the time he hits level 3, it is likely that Frank levels to 3 at 20 total EXP, and then 4 once he hits 50 total exp, then 5 once he hits 100 total.

or, a 9 hit combo counts as 10 points (aka 1 point default + combo length= total points), I notice that the numbers line up INH’s theory exactly then.
Edit: interestingly this idea makes naked camera shots a lot worse in comparison with combo’d ones
xesaie: Good point regarding attack names. I’ll just refer to “weapons cart”, whatever we’re calling his attack-rush, and the servbot mask super, reserving the word “level” solely for Frank’s character levels when discussing him. Seems to work fine.
As far as uncomboed camera shots being worse than combo-based ones… this is actually true to the Dead Rising games. Frank gets fewer points for photos with little going on in them. Photo of a dead body? Okay, that’s worth a few points. Photo of the middle of a dynamite explosion going off in the middle of a pack of zombies, spraying blood, dust, debris, and bodies everywhere? Worth a lot of points if you time it just right!

I mentioned this earlier in the thread, but I believe that combo was :l: , , :h: , :s: , sj. , , :h: xx stabs , xx stabs , , :s: etc.
As far as combing into lv.4 I was thinking 19 hits OTG into Lariat assist for the long duration plus soft knockdown for no flip out, relaunch, depending on HSD anywhere from 9 to 19 more hits OTG (45-55PP) to Press the Witness assist and, as long as they don’t flip out, a third camera for somewhere around 6 more hits (89-106PP) then maybe even a hyper.
It all depends on the HSD.
I suspect they did that to emphasize that it’s an occasional thing he does to screen for himself and that he’s a close-combat character, not a projectile zoner. Several people, myself included, got the wrong idea about them in TvC because they were just regular motions. I thought of him as a zoning character by default since most of his normals sucked. This time around it looks like between making the zombies a charge motion and making his normals not terrible Capcom is trying to tell us “Frank is best played in the opponent’s face. Get in there!”
Oh, right. I didn’t notice that he didn’t include the camera shots themselves as a hit. Well, that explains why the Portugal guys were getting really frustrated with actually getting to Lv. 5.
Anyway, I still have hopes for Frank being at least mid-tier (which really isn’t bad in a team game), despite obake’s negative impressions. I’m just worried about how he apparently gets the command roll on Lv. 3, not Lv. 2. I’ve seen (or at least, I think I’ve seen) rolls on Lv. 2, so I’m hoping that obake made a typo.
Fair enough. I re-checked the video, and here’s what I have.
Data from the same vid vid:
Frank lands 9 hit bnb on Rocket racoon ending in camera @0:21. he has either 9 or 10 exp here (if there is +1 point from default).
Frank lands a 14 hit combo on thor @ 0:37 of the same vid and levels from 2 to 3. He has either 23 or 25 exp here.
Now, at 0:45, frank lands a 17 hit combo on thor, and STAYS level 3. He would have either 40 or 43 exp thus far. Numbers so far consistant.
At 0:54, frank lands a 9 hit combo before His hyper cancel, still level 3. Total exp is 49 if my way of calculating exp is correct, and 53 if there is +1 point per combo from default. He DHCs out to ryu, and we don’t see him again until pretty much the end of the match.
At 2:20 in this video, he lands a 17 hit combo on skrull, FINALLY hitting level 4. According to my calculations, he should have 66 exp total. 71, if you count a bonus point per combo.
My numbers check out, so far. He hit level 3 after passing 20 exp, and lvl4 after passing 50.
If I AM wrong with how I calculate Exp (and it’s +1 bonus exp per combo like you suspect), it suggests the most exp he could need for level 3 is 25, and the most he could need for level 4 is 70 (I’m assuming they picked rounded off numbers).

I’m not 100% sure roll becomes available only on lvl3, could be a mistake on my part, we’ll have to wait and see.
Also, West being low-ish tier can be derived from my inability to use him well. With RR things just clicked right away and with West we were all struggling to find an effective way to use him. Hopefully he turns out better than what we described.
I think the problem is that frank has to open people up to get a reasonable number of PP, and he has a great amount of trouble with that at level 1, given his limited mobility and special options.
Edit: And you do NOT want a character that’s dependent on TAC’s to be effective.
So…what do you suppose we do about West’s drinking problem?

Check around the 0:25 mark. The frank player uses it IMMEDIATLY after hitting level 2.

First combo using camera @ 1:09. Uses a zombie on Swagnus, and then drinks. Does a combo ending in camera, 15 hits, levels up from 1 to 3.
Assuming that drinking doubles the camera’s EXP gain, then you have 30 to 32 exp, pending on how you calculate it.
after that combo’s done, frank immediatly rolls through swagnus and calle chris assist, crossing him up. Combos from it and lands camera for 17 hits total, and hits lvl4.
Pending on how you think exp works, frank either got 34, 35, or 36 exp for this combo. His total exp here then, is either 66, 67, or 68. This means if we’re right about the way Frank’s aclchaholism works, then it’s likely the range of total exp is at most 65. I still think it’s 50, but there’s no 100% concrete proof of that yet, I suppose.
