If Cell was stronger, then he wouldâve survived Gohanâs attack, but he didnât survive, so he wasnât stronger. The only reason Cell appeared to be stronger was because Gohan wasnât emotionally fueled due to his fatherâs death, and we all seen what happened to Cell when Gohan put some spirit behind his power: annihilation 
. Also, another reason why Gohan was stronger was due to the fact that he still had hidden power within him, despite him being SSJ2. The Old Supreme Kai proved that by unlocking ALL of Gohanâs true power.
