Sorry to bring this back up, but his alternate costume in SSFIV is a good indicator that he’s Indian. It obviously is an homage to Freddie Mercury. Out of all the alternate costumes they could’ve picked, they went with a reference to Freddie Mercury, possibly the most famous Indian-British man of all time. Not the largest proof, but I mean…they COULD’VE picked a James Brown costume for Dudley if they wanted to.
