It varies wildly by character. For some characters it’s essentially an extra attack button they can use whenever; Solomon Grundy’s Power button initiates a chain-grab, so he can do it as much as he likes. Flash can slow the opponent down (simulating Flash moving too fast to keep up with) for a few seconds, then has a recharge time before he can do it again. Those are just two examples.
You press B/O to activate it. Doesn’t require meter, and usually lasts a while. They all do need a recharge, I believe. Some stack up like Batman and Bane’s.
I advise anyone to call their local non-chain game store to see if they have it yet. I got my 360 version earlier this afternoon.

It’s funny you should say that because I was literally about to post on how I feel like harley’s might not be very good in the long run. Can I ask what kinda stuff she has? I wasn’t feeling it because unless I’m mistaken it’s random(which I’m never a fan of) but it sounds like you know a hell of a lot more than I do so please share.
Well it is random, but it’s only 3 items. You either get healed up, a damage buff, or an unblockable bomb that can lead into combos. Now using this in the neutral is likely suicide but on a knockdown, especially in the corner, pain happens. If the first two happen, you’re fine and buffed. If you get the bomb though, unless you have a really good wakeup you get bopped for an unblockable 15% leading into a combo and likely right back into that situation.
It’s an augment to her prowess rather than say central to her strategy like a Nightwing or Bane.
hopefully harley has some good setups with her trait or something, but pig mentioned on stream yesterday that you can poke out of her tantrum stance followups. =/
