Including only the default gems… well how would one police the probability that (other) gems will be unlocked over the course of play and prevent those from being used? Due to the huge number, I doubt many will figure out which gems are legal and which aren’t, especially character-specific ones. Yes there’s the honour system, but unless there was an option tickbox or they’re all on the same ‘select page’ (for lack of a better word), I’m still with the side going all in or nothing.

The difference here is that the ban is “because I don’t feel like waiting for you to scroll through all that shit” while in smash bros it’s “This thing creates randomness. This thing favors this character”.

Eh. depends. We don’t really know yet about what the gems do as far as length. So long as everyone has access to all the possible available gems then I don’t really see a problem.
now: If Gem X makes Character Y broken while the gem is active I suppose that could be a problem, but again, we don’t really have full info about them just yet.
I’m going to take a wait and see approach.
Personally it makes sense to wait. Play the game and find the general gems that are in game from the beginning & use them. You would think Capcom wouldn’t use the system unless the gems that you can use right out of the box are the gems that balance the game. If some type of gem system breaks the game then address it then, but taking this standpoint is no different then treating it like it was an arcade game.
The rest of the gems might be nice, but do not need to be used from a tournament standpoint.
Seeing how the core capcom games can’t get button select right. What makes anyone think gem selection will be quick and efficient?

But, I find it funny that you call me a Capcom fanboy when all my friends always make fun of me for playing too wide a variety of games. But, whatever. Fighting games ARE running the risk of growing stale. The “innovation” we usually see is inward, rarely outward. Look at the big picture to see this. Incremental changes aren’t going to cut it for much longer.
I suppose the Location Tests will provide ample feedback for Capcom. But I have to agree with what Mikado NY: If the gems really are important to the game (i.e. balance) then everyone should have access to it.
It’s not that big a deal with DLC Characters in MVC3 like Jill/Shuma because it’s 2 chars, 6 assists. that’s a small adjustment. The gems, the sheer number has a chance to go over board.

It is disappointing, if not unexpected, that anyone is talking of banning the gems on price or time rationalizations.
A) You charge fees for these tourneys; go buy the DLC. I’m unsympathetic to any price-based “reason” because you charge for the tourneys.
B) I am willing to wait a little longer for a more rich and varied tourney experience.
I would be surprised to see Japanese tourney organizers making the same choice on such trivial grounds.

Actually in Smash Bros. it’s “this thing will kill you at random” and “this thing makes it IMPOSSIBLE for 90% of the cast to compete”.
But I think anything we say is kinda uninformed. Someone has to hit them up for more info. This might be the ONE modern fighter that gets very little tournament attention or it could be the start of a revolution. Who knows?
