Probably, but, considering the other issues that plagued SFIII (waning arcade scene, etc.), it’s really hard tellin’. Also, by 3S, Ken, Ryu, Akuma, and Chun Li were in the series, and that didn’t necessarily help.
For my part, I never really grew attached to the SFII cast, and this is coming from a guy who started with Champion Edition. I like many of the SFIII character designs, and I was quite happy to play characters like Urien and, later on, Necro and Remy. That SFIV had so many old characters (especially Dan, ugh) was actually one of things that upset me about that installment : / .
Fighting and arcade games in general were losing out to genres spawned at home, on the PC. It’s telling when, right next to the arcade, you have a LAN café with people playing StarCraft, C&C and Counter-Strike.
The new, fresh cast of characters was a big reason I loved SF3. It’s one of the big reason I continue to love SF3. It’s also part of the reason I never got into SF4 - which on its very first release was just the 8 World Warriors + the 4 Bosses + 4 New New Challengers taking the place of the Old New Challengers.
We already have ST. We don’t need to have it repackaged and sold to us again.
And yeah, even if they did put Guile and gang in SF3, it wouldn’t have helped much. People were already pretty set in their ways that 2D was the past and they’d much rather see a bunch of poorly-textured box-people rub up against one another at the time.

I’m sure Cammy and another under-appreciated gem from SF2 wouldn’t have been shit on.
But the point is that adding ALL of the SF cast to SFA3 Upper didn’t make it a better game.
I love the 3S characters, its the one fighter other than MKT that I can honestly say that I like all of the cast. IMO 3S had the most unique cast, Alpha series in second. It’s a shame that Capcom isn’t smart enough to give more of the 3S cast exposure in their VS series. Similar to how they generally ignore the Darkstalkers cast. This may sound like blasphemy, but I find most of the SF2 cast hella boring now, and I am a huge fan of SF2 as I grew up with it in arcades. 3S is the only SF game that I can honestly say that each of the Shotos feel different and unique. Each of the 3S cast has a unique and interesting fighting style.
This is one of Capcoms weaknesses IMO, the constant dependence on the same old boring faces. Sure they may be iconic, but does Ken, Ryu, Akuma, Sagat, Chun etc really surprise anyone anymore? You know what to expect from each, the same old boring stories and quests. Same old boring moves.
They would have all been bottom tier…Characters like Honda, Gief, Blanka, Deejay, Sim, Vega, Balrog, T.Hawk, Guile, Bison…all would have got blown up. Imo. They’re not fit for 3S
Cammy, Fei, and Sagat MIGHT have had a chance to be decent in 3s. But who really knows.
I always thought sagat would fit well if he was designed right, like his ex moves and SAs. His normals could have made him awesome or as bad as sean. I still want a SFIII anniversary collection where you can use NG 2I or 3s versions of everyone and have shin akuma finished and playable.
