Considering the overall state of gun crime in the country, no, there is no problem with the law. Explain to me the problem with the law itself. Laws cannot stop free will, and we already have some of the tightest gun restrictions in the world.
There is no cockup. The Government does not hold the power to remove the man from the country. If they could, they would have done so earlier. It simply was never an option.
