I think that lowering the difficulty of a comeback with built in mechanics cheapens the act. But my biggest issue is how risk/reward shifts to encourage defensive and low commitment play for the dominant player while encouraging the losing player to get aggressive and experimental. That kind of necessitates doing max damage combo right before the mechanic activates.
Characters are still unique enough to utilize different combo setups and strategies at various ranges in Under Night. Long combos have every successive hit damage reduce heavily. While the ability to do high damage combos is a great benefit in any game, there is enough there to read an opponent and put a considerable dent in their healthbar with the simpler appropriate punishes. Compared to the time length of some of the tag combos in Tekken Tag 2 the combos in this game are mini teasers.
Best players usually do not think about their character, but instead react to their opponent’s character doing something. There are only a finite number of states programmed into the game and completely removing all move options in a given state exclusively for a character is worse than giving them a weak move. So long as there are differences in the quality of available tools useful for a given state between characters there is uniqueness.

Of course it is! You choose to be Ryu, and your opponent chooses Ken. Then you travel to Suzaku castle in japan and beat the shit out of each other by doing hadoukens, shoryukens, and tatsus. You can even combo into those moves. And they are all input based- meaning the best versions come if you actually do the inputs like QCF for hado.
I remember the first major fighting game that popularized the genre had all of those same fighting game elements. Players fighting each other, Ken, Ryu, Suzaku Castle, input-based hados, shorys, and tatsus, and combos. BOOM! Fighting game.
I mean, the entire point of the GAME is to FIGHT.
