You can tick into his grab, this was shown by Seth in his last interview. It works the same as Gief.

Hakan
regarding oil-shower --> Move-properties change and defense is increased after an oil-shower
"kurz vor Treffer" (Oil-SLide) --> Followup command must be input slightly before slide-attack lands
"halten zum Aufladen" (Oil-Dive) --> hold to charge
"wiederholt Richtungsbefehle eingeben" (Guard position) --> press directions rapidly (??)
I honestly dont know what that comment about Guard position means? Maybe you can crouch forwards or backwards while in Guard position??

I’ve spent the last couple of minutes trying to come up with a combination of playstyles of characters that would describe what Hakan’s looks to be, but I’m really having trouble doing so… kudos, Capcom. (Zangief+Honda+Fuerte+…Gen?)

Seems that way (as it is the same input as Blankas).
And after looking at the coward crouch the comment about the Guard position probably just means that you can get up quickly if you input another direction after the move started.
I counted from the Gamespot video:
around 18-20 seconds of activation from EX Oil Shower.
12-14 seconds for some other version (forward or roundhouse?)
8 seconds for a weaker version (short or forward?)

From that last videos, Hakan looks like a very strong character once mastered, he has so many tools man… My only doubt is what moves will have invul frames and what startup frames will his command grabs have, so you can or can’t rushdown him with some aggresive characters like Ryu, Akuma, etc…
Using the slide to escape from jumping opponents/cross-ups is gonna be gold.

after seeing seths demo i am wondering what would make any zangief players want to stick with him over going for hakan.
hakan seems really strong in movement and options for a proper grappler character.
