Ishiwatari hates Chipp, so I don’t know way he would even want to make him strong in the first place…

Does he? Hahah, it’s believable, he’s one of the least original character designs.
Johhny, Chipp, and someone else (I forget the 3rd player) were in fact top tier during the FIRST beta test, and alot has changed since then.
He hates Ky too, seeing as how Sol and Ky are lovers and they broke up. OH NOES REVANGE!!

Nobody really knows why he hates Chipp…
One story I’ve heard is that Ishiwatari used Potemkin in a tournament for the original Guilty Gear, in which he was defeated by a Chipp user. To vent his frustration, he bumped Pot’s defense prorate to 1.6 in GGX and rendered Chipp to a really weak character.
I can’t verify how true this is, but it’s what I’ve encountered on Japanese sites on several occasions.
As far as ‘tiers’ go, most people seem to agree that Johnny and Dizzy are at top. I-No, Venom, and Anji all got significant lifts… but I don’t really know about Chipp.
I haven’t heard about Ishiwatari disliking Ky, but he’s just a dull character in comparison with the rest of cast IMO. He just sticks out like a Shoto in that game. I actually use him as a sub, though. 
There’s no real point in trying to figure out tiers yet, they’ll mostly all change anyways at some point.
And GG1 was broken as shit anyways.

Meh, I’ve never been a big fan of Chipp myself.
It’s just kinda boring to watch him in matches (in #R at least). Unless the player is challenging the odds by going against Millia or something… And I also hate him 'cus I play Dizzy, lol.
Oh damn, what has he done to Dizzy? Better yet, why u hate him because you are a Dizzy player??
If Chipp is good now does that mean he can actually do damage?!
Oh and Order Sol looks sweet as hell. I’m a total Sol fanboy so this should be great.
