^Heās just crazy, remember during the Max Tournament he was fighting Macgregor, and kept bashing at him with his broken arm, which freaked macgregor out so much I think he quit. Thats my best guess as to why Hanayama said Chiharu would be the best one to fight Baki, as heāll keep on beating ona person, regardless of how much pain heās in or whatās broken. Dude fucking attacked Garland all cock-eyed and with a cast, so unless Baki really puts the hurt on him heās just gonna keep coming.
itāll be interesting to see how Baki responds, though the next chapter may go back to Retsu. Both of bakiās last really big time opponents, Oliva and Pickle gave up after a certain point, once Baki had clearly shown he was stronger(even though Pickle technically āwonā as far as koing Baki, he still lost on his own terms and had basically given up), Chiharuās gonna come regardless unless Baki nearly kills him or breaks him like a game of Jenga blocks.
