Yes, it does balance the game. Ever since the discovery of RC, Blanka and Sagat became beatable by a large percentage. Pre-RC days EVERYONE had both on their teams because you couldn’t win easily without the two.
RC fireball, RC ball, RC anything counters c.fierce and Blanka.
