-Besides DF palm OS U2 nothing covers every option he has (DF palm OS delayed sweep is close)
-Good footsies and goes through fireballs well
-Blockstrings/frame traps have to be on point or else you eat a combo starting from c.LP
-Apparently fake crossup j.HK doesn’t work on him

that pretty much covers it. that last bullet isnt too significant though considering that only works on 9 characters. rog is personally my hardest matchup.
balrog has a 50/50 escape with ex headbutt/backdash alone because demon flip + k air resets a backdashing balrog. even without the escape, balrog is hard to pressure off of safe jumps because he pushes the opponent away extremely far when waking up so that even after a safe jump u are not close enough to use the strongest blockstrings and frame traps. balrog has akuma beat on the ground, and he has good wake-ups options whether people will admit it or not.
balrogs j. fierce is much more of a problem than his cr. fierce too, because that move controls so much air space in front of rog, making neutral jumping and demon flips dangerous, 2 things u really rely on for dealing with TAPs and dash punches.
all in all, fuck that match up
