Most likely it means one of 3 things:
- Exactly what it implies, he’s the boss
- He’s the mastermind behind the final boss character.
- There is no boss fight per se, but he’s the villain.
And yeah I think translation issues makes a lot of sense.
Less likely, but could also mean “We were treating him like a boss, but he’s actually just another character, lol”
Unfortunately I think the woman covers up Niitsuma’s voice a bit too much to try to hack out another translation to get a better clue.

I want it to be some sort of Marvel baddie (Galactus?) infected by the Sigma virus, if not only for the purpose of a hopefully playable Sigma 
I will post it here too: Scarlet Witch. She could be a potential villain in the avengers movie and if they borrow from the “house of M” story they could use it in such a way that it explains why capcom would fight marvel. She is one of the few that can change entire universes. Plus, last I counted they haven’t had any female characters revealed for marvel side so that is an added bonus.

I wish the boss was somewhat of a combination of a Capcom Villian and a Marvel one. Something Dormammu blended with Sigma’s virus or Bison’power.

But if we are going with insanely epic bosses like Galactus my vote goes for Fin Fang Foom. You know, the alien dragon thing from Iron Man.
I think it’s likely Dorm could be the only boss after reading that.
