Jumping and returning to neutral during the prejump frames, and holding up throughout them shouldnāt create any form of delay. And if there is any, itās extremely small and can just be considered the start up for that jump.
KOF 2002 Athena has an incredible zoning game and coupled with great mobility options for mind fuckery (jumping off the wall, teleports, backdash 2+B, hyper hops + air grab if you wish, etc) make her one of if not the best character in the game.
