Easiest ~ Hardest Characters to use and I need a scale from 1/10 please with details please. I’m trying to build a really balanced team but first I need a perception of what I’m working with. Thank you!
Execution/Timing and usefulness. Any help in anyway would be nice.
Viper 10
Morrigan 10
Dante 10
Off the top of my head, I think it’s something like:

Someone who plays a few of these characters might have different opinions, but that’s what I would say.
Sounds like fun, and I got time I’m not including Jill as I’m still yet to use her, and this doesn’t consider how effective a character actually is (e.g. I rated Wolverine and Ghost Rider with the same level of execution, but Wolverine’s a much better character a much better character)

Viper, morrigan, modok, raccoon, shuma are the hardest characters to play imo
not necessarily hardest to win with though
Feel free to tell me I’m wrong. I haven’t touched raccoon or modok much, and I might be slightly biased because I play shuma.
Viper-10 (inb4 dj comes here to old man yell at me) [theory Viper]
She and morrigan require the most execution in the neutral game. Her sj confirms and real combos are semi-difficult and require height moderation. Real theory viper is the hardest character in the game and basically requires usage of every button simultaneously with rapid seismos, focus, holding down a button for eye laser, and fadcs. Fadcs are difficult to do continuously, and her other theory stuff is difficult as well such as tk bk feints (viper ball). Her ability to go ham is not as strong as other tridashers, so she actually requires a good sense of patience and spacing for seismos and counter focuses.
Shuma- 8.5
Confirms and combos are somewhat difficult. The sheer reliance on charges moves in marvel 3 makes him more difficult than he should be. He has awkward mobility, and you need a great understanding of patience and spacing in order to play him correctly. Yolo mystic smash is not the correct way to play him. Requires perfectly executed ground plink dash movement because his air game is very bad. If you lose any bit of momentum, it is difficult to keep up. Mistakes are very punishing since none of his supers are safe nor is anything dash cancellable and the like. Must use difficult tech to play correctly such as linking plink back dashes to avoid projectiles, requiring you to time the correct frames of invincibility.
Raccoon- 8
Very bad damage unless you do boulder loops, which are more difficult than they should be for the damage:difficulty ratio. Very awkward mobility and normals. Requires a deep understanding of the character to improvise based on the situation to compensate for his lack of good normals. Unblockables are quite important and require a good eye. Certain air confirms are also pretty damn difficult.
Morrigan- 8
Morrigan’s combos are harder than almost the entire cast. They require good spacing and vary from character to character. Her confirms can be ridiculously hard and are require a great eye. It’s easy to cross yourself up during certain angles, and the fact that Chris g manages to rarely drop difficult confirms is a testament to his execution and hit confirming ability. The amount of depth and room she has for improvement gives her a very high skill ceiling, despite the fact that she is able to win with basic tactics. Her lack of a ground dash can make it very difficult to deal with pressure, and you need to be extremely on point vs left/right characters due to the possibility of getting input crossed up as her neutral has the greatest chance of being fucked over by teleports. Bullet hell requires decent execution, especially doing it continuously game after game without fucking it up.
Modok- 7.5
I don’t know enough about this character, but he has a very awkward form of mobility, and he definitely takes a significant amount of experience to compensate for his size and lack of chicken-blocking. His normals are all wonky and cover awkward angles, thus they require precision and practice to learn how to use properly. Combos can be somewhat difficult, but really it’s mostly his mobility and awkward normals. His pressure game can also be difficult to execute. Someone who knows more about him can correct me.
Easiest
Vergil-1
Vergil- 2
Vergil- 3
If you just want easy teams to use that have synergy and are actually good just use wolverine/doom/vergil or nova/doom/vergil.
nova/spencer/doom is the easiest team in the game. tied with team rog
any low tier is 10.
You think Ghost Rider’s a 10?
easiest to hardest to use, not to win with.
Lol Kanta-kun was kind of being sarcastic. He wasn’t necessarily talking about low tier characters execution per se… what he was actually implying was that as they are low tier, it will be difficult to win with them. For example, you would have more difficulty trying to be competitive with Ghost Rider than you would Wolverine, despite the fact they are both easy to use, as Ghost Rider has plenty of weaknesses.
Rocket Raccon is actually way more easy to use than people seem to think, he’s just awkward at first.
I’m omitting the characters I feel I don’t know enough about to rate. I’ll bold the ones I have the most experience with.
Magneto- 8
Morrigan- 8
Dante- 8
Chun-Li- 8, bump it to 9 if you consider really odd hit confirmations and needing character specific combos for a decent amount of the cast as being difficult to use.
X-23- 5 for basics, for advanced 8.
Amaterasu- 6
C. Viper- 6
Spiderman - 6
Iron Man- Not entirely sure… but I’d probably put him in the 6-7 range
Dr. Strange- 5
Doctor Doom- 5
Storm- 5, just have to get used to some awkward timing. Decrease by two if you don’t plan on learning infinites.
Dormammu- 4
Spencer- 4
Hawkeye- 4
Phoenix- 3
Vergil- 3
Taskmaster- 3
Akuma-3
Nova- 3
Wesker- 2
Sentinel- 2
Hulk-2
Nemesis- 2
Wolverine- 2
Haggar- 1
Captain America- 1
Ghost Rider- 1
Modok is not hard, just different. You just need a whole nother skillset to play him. IE no mashing.
As far as maxing out efficiency of characters I would say Magneto, Morrigan, and X-23
wolverine (1) vergil (2) wesker (3) are the easiest, their basic bnbs dont invlove special moves that much… i can always pull-off their combo in online match even on a laggy match… this is my team btw, pretty solid, and so much for a brain-dead characters
i think all the characters that have flight mode is above (5)
Doctor Strange 5
Firebrand 8
Ghost Rider 4
Frank West 2
Hawkeye 2
Nemesis T-Type 8
Iron Fist 7
Phoenix Wright 8
Nova 1
Strider Hiryu 3
Rocket Raccoon 7
Vergil 7
Captain America 2
Akuma 3
Deadpool 4
Albert Wesker 6
Doctor Doom 5
Amaterasu 1
Dormammu 5
Arthur 2
Hulk 4
Chris Redfield 7
Iron Man 3
Chun-Li 6
Magneto 6
Crimson Viper 3
M.O.D.O.K. 4
Dante 2
Phoenix 8
Felicia 7
Sentinel 5
Hsien-Ko 5
She-Hulk 7
Mike Haggar 3
Spider-Man 7
Morrigan Aensland 4
Storm 2
Nathan Spencer 6
Super-Skrull 2
Ryu 3
Taskmaster 7
Trish 6
Thor 7
Tron Bonne 6
Wolverine 2
Viewtiful Joe 1
X-23 3
Zero 5
And what’s hard about X23?
Proper use of Mirage Feint Cancels is one of the harder things in this game. I think most people in here are significantly underrating X-23’s difficulty and overrating Zero’s difficulty. The nice thing with X-23 though is that optimizing her damage doesn’t matter a whole lot (MFC still opens up new frame traps and pressure tools though).
In my opinion the list is something like (taking Davey’s idea above and bolding characters I’m experienced with, underlined are mains/previous mains):
10: Perfect Viper, Perfect Raccoon
9: Perfect Magneto
8: Perfect X-23, M.O.D.O.K., Morrigan
7: Strider, Viper, Raccoon, Magneto, Strange, Spider-Man, Chun-Li, Phoenix Wright
6: Dante, Ammy, Iron Fist, Storm, Jill, Firebrand, Iron Man
5: Zero, X-23, Trish, Felicia, Chris, Deadpool
4: Viewtiful Joe, She-Hulk, Super-Skrull, Hsien-Ko, Dormammu, Sentinel, Nova, Akuma, Frank West, Nemesis, Hawkeye
3: Taskmaster, Phoenix, Ghost Rider
2: Doom, Vergil, Thor, Ryu, Haggar, Arthur
1: Spencer, Wesker, Wolverine, Tron, Hulk, Captain America
