Topic Creator should update the first post with the changes and rename the thread.
Dudley getting juggling U1 is a nerf since it doesn’t go into animation (the damage on the hits before he goes into animation is laughable).
Characters who you punished moves that were airborne and feel into meaty or risk the chance of still being airborne when you would do it like Psycho Crusher and Bison’s U1, Blanka Balls and Up Ball, Cannon DP, Hawk Dive, Juri Pinwheel, Guy Tatsu, Akuma Air Fireball, EX SBK, Soul Throw, whiffed DPs, Yun Upkick, etc.
Not saying to use or not to use Rolling Thunder here but these were the moves that people had the chance of still being airborne during if you would execute U1.
Honestly, I agree that most of these buffs seem pretty insubstantial on paper. Maybe some aspects will be decent in game, but its hard to say. but I can agree that these buffs do not really address his core problems. I can almost guarantee that there are other changes that they have not released publicly, but given how they seemed to have missed the mark twice now with balancing him, I would assume they will be similarly insignificant changes.
So I encourage that we try and speak up while we can. When I saw that Ono was walking around Evo, I made a point to talk to him about Dudley, but I guess I didn’t leave much of an impression on him. (unsurprising I suppose) But he is also not personally balancing every aspect of this game. So who knows how or why the Dev team is making these choices. But this is probably going to be the last time they put any changes in this game, so I say lets try and let them know what is what.
Let us also try and keep in mind that these are not the final changes, just what is planned so far. Location tests might change things before the patch goes live. I can think of a number of changes in previous patch notes that never really materialized, or turned out differently than most players expected.

They didnt make any notes about the changes to Jet uppers hitbox. Now you basically cannot do cr.LK, cr. LP, RH xx JU on the vast majority of the cast. that used to be a normal combo in Super. Other characters had similar small changes that went out without warning. At the Evo panels, Seth Killian talked some about how Capcom never sends out full patch notes because there is a tradition of leaving something to be discovered by the players.
But I specifically remember needing to test that combo in the arcades because Mr. X and I were arguing about footage we were seeing on streams. I had assumed it was not changed, and X said it was. So I tested it, and it was definitely changed for the worse without and warning.
duck straight on hit and counterhit less push back over all, his short swing blow breaking armor, then his jumping heavy punch/kick having normal hit stun/block stun.
Also ultra 1 should have more active frames so it hits better and have invincibility on the first 3 hits or some where along those lines to avoid getting back stabbed by dhalsim ultra1/guile u2 etc.

I understand that they want to leave things for us to discover, but don’t be surprised if we have a bad taste in our mouths when that surprise is just shit in our coffee.
Dammit it works fine as it is and serves a good purpose, we have 2 good Ultras we can choose on preference. Really, we can pick whichever Ultra we like with Dudley. Just because Ibuki had here Ultra changed to hit airborne people doesn’t mean you need to make Dudley’s do that too. This is a change for the worse, not better.
Change shit for the worse for no damn reason. We already have a hard fucking time with Bison, can we keep the full Ultra 1 punish (if you use it in this match up) we get on his ass when he PCs through us or scare him from doing so?
C’mon Capcom, how can you sit there and think Dudley is fine as is or that those listed changes are making him better? You improved moves that we don’t use.
Why can’t Dudley have good normals? Footsies are so important to his play that its hilariously laughable that they pigeon hold him into the mixups. But this is SF4; they just try to pigeon hold every character into a gimmick.
It’s why I don’t particularly care for this game. I can only enjoy Dudley because he seems to be one of the few characters with the freedom to play the way you like. Every other characters feels so force to play a particular way, like color by numbers type of shit and if you find a way to play the character in another way from the way Capcom wants him to play, nerf it to hell so he can no longer play like that. How dare you try to play them in an alternative style!
