All of his hit confirms result in a knock down.
He builds meter incredibly quickly.
He causes stun incredibly quickly.
He can FADC 2nd hit of SRK unless a player begins focus~backdashing on wake up. Then he has to cancel on the first hit. On block that’s + frames anyway so have fun with that mix up if you don’t have a special move that removes you from his immediate vicinity. PS: SSB only gets you out of delayed uppercuts.
He can SPD you after 3 cr.LKs for a knockdown. And if you try jump out at any time and guess wrong you are getting combod into another knockdown
His real nonsense is the dive kick/j cross up shenanigans. He even has instant overhead cancelled into front/cross up mix ups.
Its a never ending cycle of guessing and praying.
And the fact he now has 50 extra stun and 50 extra health means that if Seth guesses wrong once he isn’t dead anymore. He was broken as hell before but that frailty meant that you could catch him with 1 correct guess and punish into a full stun combo, then reset him and kill him if he guessed wrong. That’s not tournament viable as it is too open to chance. Now he has just enough stun to survive most punishment combos he can begin to build meter again and pressure you.
He’s retarded good and deserves a spot in the Top 4.
Don’t forget his SRK has the most invincibility in the game(by a large amount). That’s the only thing that bothers me about him. Even with 3 bars it’s not safe to ex dp out of his pressure if you think he’s going to SPD soon.

Seth is good, he’s not top 4.
His walk speed is bad, it’s hard for him to get in even with wall jump. His Dive Kick is what keeps him going for pressure because of how fast it is, the only problem now is his damn hit stun which was nerfed. Dive Kick does lead to mixups, though. It has it’s pros and cons.
He doesn’t have any safe specials… and his boom recoveries are bad. It’s easy to jump in on him and apply pressure and with 800 health, you’re still getting stunned in two combos. It’s not bad, but it’s not good either.
He doesn’t have 3 frame normals, his only 3 frame attack is his SPD and his SPD doesn’t have much range anyway. If Seth has 2 frame SPDs, he would be much scarier than he is now. His normals are not that good and don’t have much priority. He also lost jb.HP. He needs to get in and with low health (800) and stun (900), you have to take a lot of risk. Like you said the DP on bock has insane horizontal range, if you gamble like a Poongko and lose, you’re done.
Seth does a lot of damage but not for his health. He can do so much where as other characters can do so little and still win, ie Fei Long, Viper, the twins. Seths bad match-ups are Viper, Fei Long, Sagat, the twins, Akuma, and I think (he has other bad match ups but not as bad as these 4. By the way Seth got 150 extra stun, not 50. He suffers a safe special, he can’t apply pressure as he can with DP, SPD, etc. Legit presure, not pressure that requires meter even though his DP is that good.His DP is 5 frame startup, he is safed jump for days or can use his Teleport. Tangine is good for pressure but you Seth players know when to do it and when not to do it because ofit’s bad recovery on “whiff,” ie. Poongko. He uses it so well, and it’s +19… you can apply any mixup, but it’s startup is really bad, so if you see it coming you can just jump if you have good reactions. Also, his River Dance got some hitbox nerfs, so it’s hard to River Dance on some characters and go for that mixup, I don’t know on who it doesn’t work on… or I think you have to delay the river dance so you’ll be right on top… idk not too sure on this.
Seth is good but he’s not top 5. He’s somewhere away from top 10. He has to get in and it’s hard to take that many risks with the lowest health in the game. His mix-up game, knockdown game is really good, but his damage output isn’t that good in the combination of his health and stun. He requires good patience in th right hands and he needs to “gamble.” Even with stun he takes 2 combos to stun. Fei Long can do DPs FADC Chicken Wing twice and Seth is stun. But Fei is OP, so…
Top 10 characters based on matchups and AE buffs / nerfs: Fei Long, Yun, Yang, Viper, Sagat, Viper, Akuma, Zangief, Ken, Bison.

I’d take out one of those Vipers and put Seth there. I can’t think of another character to put there.
Seth was always a bullshit character in all versions of SF4. He’s pulling the Fei Long in Super thing right now where people are like “Fei Long isn’t that good lol” even though Europe was blowing shit up with him.
Seth was nerfed yeah, but he still has all of the bullshit. His DP might be 5 frames but it stuffs the whole world. He has a command grab and gets dumb oki after it. After a staggered blockstring, it’s a guess between command grab if you block, tandem if you backdash, another light or DP to stuff you trying to jump out, DP also beats your reversal.
Let’s not keep saying someone good with a character is the exception. The idea of a tier list is to the full potential and if Poongko is the only playing with Seth that well, then he’s the model Seth player playing him to his full potential. Seth’s toolset is bullshit that’s the reason why he has low life because if had anymore, he would be broken or damn near close. He lost stuff and still has low health for a reason.
Don’t look at his tools individually, look at Seth as a whole and vs the rest of the cast.
The fact his SPD is 3 frames doesn’t really matter because he lands it when you are scared to jump or reversal and just block.
After trying to jump out of a block string or back dash and eat a fat combo from cr.MK xx Fireball FADC LOTS OF PAIN > MIX UP or the DP xx FADC RIVERDANCE > MIX UP you will start blocking. AND you can’t even mash jab because of EX SPD.
The only way you can really beat Seth is to keep him out and not let him start. But that is pretty hard to manage all round.
