People should be taking all pre-release hype with a grain of salt, that Keno guy tried to say Seth was going to be the most dominant character in the game–they said that before SF4 came out, people have still said it throughout SF4, and not a single person has ever shown this to be factually true.
For the most part, these predictions are coming off of very very brief times played with heavy personal bias ingrained in it. It shouldn’t be expected that Makoto or Dudley or Ibuki will be top tier, but given that they came from a game with a similar playstyle (at least down to EX moves and selectable powerhouse moves that involve a lot of juggle setups) I think they’ll be fine. Depending on a lot of the properties they give Dudley’s moves, really determines where he’ll be at. His toolset, barebone from 3S, is going to place him upper mid at least–throw EX Armor onto his machine-gun punch, give him anti-air cross counter into corkscrew cross, give him last-hit Machine Gun Punch > FADC combos or upper-cut FADC combos, his ability to dash through projectiles and punish, his wake-up bait game with the back dash into quick forward attack–he’ll be looking just fine.
Well, that’s fine, but my point was that the new characters’ images are obviously bigger than the old ones. Did nobody at Capcom notice this or did they not think it was a good idea to fix that so it doesn’t look so awkward? Hell, they updated SF2 character art through the updates, I don’t see why not.

I hope someone does beat Sagat on the tier list just because it will show that they really worked to keep Sagat from being by himself at the top of the chain. Or at least a character that can seriously counter him.
About Dudley being better than Rog…it wouldn’t take much for Dudley to be better than Rog. They would just have to force Rog to be less one dimensional. The only reason why Rog is doing pretty well in SFIV is he has a chainable rapid fire c.LP that reaches half the screen length and has a hit box above his body. It’s basically an auto pilot normal. The options selects and lack of risk you can take with something like that is just absurd. It’s just it doesn’t kill the person off the bat and there are characters that still create stronger damage opportunities than he does. Plus Rog’s jump back HP negates entire gameplans of certain characters. He just has one too many things that are literally fail safes for offense and if they just tone those two things down Rog will actually have to work a little harder. Rog is one of those characters you have to settle down and take apart piece by piece because his frames inherently stop a lot of offense that the game has to offer. Rog doesn’t really do huge damage or anything of that sort and it’s not really surprising that the only character Rog really loses to in Vanilla SFIV is Akuma.
