Regarding 1) she probably has circumstancial evidence or inadmissable evidence, not enough to nail him.
I have a feeling that Harry might have told her that if she ever finds out that he broke the code, she should put him down. It’s probably why she came out just after Laguerta died. Evelyn probably killed that guy just to get into the investigation and closer to Dexter, nothing else to it really…and she has her own moral code she would be following, like Harry’s code, except killing psychopaths and taking brain pieces as her trophies.
Even if all she had was circumstantial Batista would’ve nailed Dexter’s ass to the wall. He showed up to Laguerta’s party after the presumed Time of Death. With that, the animosity from Laguerta and all the other shit, Dexter wouldn’t have made it to a 6 month time skip. A sting wouldn’t even be needed.
And this isn’t just after Laguerta died. This is SIX MONTHS afterwards. Why the hell would she wait half a year to sit on this shit? Nothing special was really going down until she showed up.
Her fascination with Dexter was apparent right from the beginning, so it’s easy to assume that she isn’t after Dexter to set him up. She would’ve been more inconspicuous and certainly not try to taunt him the way she has if she didn’t want something more out of him. Being the “Psychopath Whisperer” is quite a dangerous profession, like a lion tamer but worse. lol
I was bugged that Dex seemed at peace in spite of his biggest loose end ever (Deb). Maybe part of him learning to be more human is being a more sloppy serial killer?

Dr.Vogel is orchestrating everything, but to what end? Why is she so eager to end up on the table? I guess she’s confident that her faux-maternal love towards Dex will conquer all.

And on the Deb front shit’s not adding up. Unless she doubled back to her house to grab another gun I would assume she only had the one which was taken by El Zappo. Idk, maybe I’m overthinking that one but it seemed really random even for new Rock Bottom Deb.
I hope they throw a different swerve for Dr. Vogel then the one we are all thinking. Also I feel sort of concerned that she is going to bring up a point of Dexter NOT being a psychopath or something due to him occasionally displaying human emotions either leading to the idea he is some sort of Super psycho or that Harry and her rules accidentally made him into a killer when he didn’t have to be.
I do hope they have some other plot lines set up for this season and they wrap this Debra self destructive spiral and Dr. Vogel threads up soon, they aren’t really gelling that well.
The show has never really been that smart, so them doing a 3 tiered mindgame with Dr.Vogel really being innocent with all that guided evidence would be something out of left field. If they did that (and made it believable) I would be genuinely surprised.
Dexter does have some semblance of a conscience and his protectiveness over his sister goes a little beyond the “loyalty via ownership” mindset psychopaths general have towards family members and friends.
