I think I actually read somewhere before the premiere that that lady might have had some part in developing Harry’s code. The article was way more clear cut, but I’m paraphrasing from spotty memory.

Since psychiatrist lady is world-renown, it would make perfect sense that Harry sent some inquiries to her due to her expertise. Maybe they didn’t meet in person but had a general correspondence through the mail.
I think she may be a psychopath herself, just not the murdering kind. Most female psychopaths tend to be expert manipulators, and her profession offers the perfect outlet.

Evelyn might be the killer that they are looking for…she expressed an obsession with brains (I think beyond what your typical neuropsychiatrist would have) and the first victim is missing part of his brain…

She could have worked with Harry to create moral code for Dexter. Probably what happened was that Dexter was making those disturbing drawings, Harry didn’t know what to do about them and consulted Evelyn for advice and she kept them.
Pretty sure it could be any or all of the above…but it’s not clear what she REALLY wants from Dexter.
