Well, seeing as how DS has always been more Street Fighter-centric, I could see them sticking with that layout.
Which is why I said it was the “main” reason people say that. Some people have actual legitimate gripes, which is fine. Everybody isn’t a jaded, cynical hipster. Most people, though, just like to echo the “dumbed-down” sentiment to look like one of the cool kids in the room.
Yeah, monsters are cool. But what would be really interesting is if we had this whole crowd of monsters but the only one who is genuinely evil is the human.

they went to other companies, Arc, Examu, Dimps
so far the only one that its still at capcom is Neo G, but his work on mvc3 is debatable, some like it some hate it, who knows how would he “improve” vs if he is involved

I can bet you a pretty penny that a new game will inevitably be a reboot, and all characters will be present and accounted for. The roster isn’t as massive as SF, so Capcom can’t afford to cut any characters.
Plus as many others have mentioned, Savior killed off a lot of characters canonically. I would hate to play a new DS game that didn’t have Demitri, Lord Raptor, Anakaris, Donovan, Bishamon, etc etc in it.
Capcom doesn’t let canon dictate what they do with a series. As seen in Street Fighter and Resident Evil, they are more than happy to retcon the mythos.
