Most importantly it’s one of the few lvl 1’s with a Garunteed Follow-up, AND a normal leaves the opponent standing, giving chun position advantage (even more than normal). Give chun crazy jumps, speed, and extra range on the strongs, can combo from c/s.jab and basically you have a machine. 3 times in N/C, unlimited in Red S, and if you miss, it’s just a lvl1 anyway (of course it’s not always safe to miss, and if your choi/ricky, you don’t need to miss neway). It’s practically marvel.
For those who care/know how to use the lightning kick:
When comboing off the Lightning Kick (RCd wakeup as well), it’s quite easy to use s.hp to link into super. Add the fact that you can react on connecting the super from the s.hp much easier than a d.mp/s.mp makes it much more ideal.
For Chunli’s C-Groove lvl2 cancel combo, I see no reason why the s.hp shouldn’t be used in place of the more popular d.mp
Another thing, you can connect a CC after a lightning kick. Good for show after a wakeup RC lightning kick (though I’d rather s.hp to lvl1 super).
If I recall correctly, it’s a technique where, given the correct timing, the super comes out if the strong hits and the super does not comes out if the strong doesn’t hit.

What VManofMana said: It’s a timing trick where you hit the button for the super and it will only come out if the normal you stuck out to buffer the super actually hits (and I don’t mean blocked. I mean hit HIT.)

C-Groove:
Crossup short (prefferably on a crouching char), rh l.legs( 2 hits), rh l.legs (2 hits), s.strong xx lvl 2 kick super, rh l.legs (2 hits), rh l.legs (2 hits), s.strong xx super, followup.
I’m not sure if this will dizzy the 60 stun chars, but it’s a pretty good shot. Besides, you’ll get hella prop points for just being able to drum your fingers that fast to get it. Doing the 2 different reps of l.legs gains back more meter, so right after you do a follow up, the next connecting hits SHOULD give you a whole new level 1 super, making Chun’s after mixup game much MUCH better :). Besides, that does around 9800-ish by itself. A follow up would KILL people.
You can either roll your fingers (LK->MK->RH or other way around) or just mash on RH five times, either way that works for you.

My friend explained this to me a little while ago, cause he uses Balrog and he does c.Jab x3, super a lot without doing NE. There’s a time in the normal where you’re able to chain both the special and the super, but also a time where you can chain just the super. I don’t use it because I’m too fucking lazy for that shit and if it comes to Chun-Li, I just do QCF+Strong -> hit -> QCF+K or c.Strong -> QCFx2 really fast (like in 3s)
