I haven’t seen a CvS2 tournament with more than 15 players other than Evo, so 1 setup should be fine. Just make it all best of 1, single elim if you want it to go quickly 
I play cvs2 At southtown usually when Im there, I forgot my team but right now c groove Claw,cammy and anchor dictator feel nice, maybe I should relearn A groove now that I look at my team…

mid-tier: Joe, Eagle, Todo, Yama, Kim, Rugal
Don’t forget any of the three Capcom shotos are good in C too. Hibiki in C is decent as anchor…its just very passive. Same for Geese.
I may do claw/rock/ken then. Team blondie lol. Kyo and iori seem nice also.
