Nvidia’s drivers do this. Sometimes the newer drivers they put out break on systems that the older ones worked on. When Windows fails to use your drivers, it falls back on a basic 640x480 16-color desktop. On my old PC, I have to keep my drivers below a certain level because the recent ones don’t work with my hardware, causing it to do this.
At this point I would suggest uninstalling your graphics card drivers, then install the Nvidia drivers that came with your computer.
