MODOK is in fact that strong a guy. Unfortunately, he’s considered a joke character (sometimes) by the guys at Marvel and never gets the opportunity to show off everything he has to offer. He’s also from what I’ve seen arrogant, similiar to Wesker.
And also; there’s a reason Marvel is so picky with new characters (ala Dr. Strange), they really hate what capcom did with a lot of people in the old games.

Amaterasu may be Capcom’s most powerful character, but at her best, she’s only comparable to Phoenix, Marvel’s third.
Currently, Jeff Parker’s been treating him with due respect in his run on Hulk. He’s sorta evolved past being arrogant and is more about being cold and calculating. He’s been giving Red Hulk a heck of a time. Definitely showing off his skills.

Akuma wasn’t doing any of this super powered bullshit prior to Alpha 2. Somebody at Capcom, in that time period, thought Akuma should be a mutant…but still be beatable by normal human beings.
Ryu can beat Akuma, but loses to Ken.
Gill can PART A FUCKING SEA by sheer force of will but still loses to Akuma…who stands in a crowd of fighters and prepares to FOLLOW him to the other side where he has CREATED a island that’s been 50/50’d just like him. Oh, did I mention he can’t stay dead?
Bison had to stop using powers and shit just to let Ryu and Ken have a chance in the first anime…and they still got their asses handed to them for most of the fight.
