I dont give change often but from time to time I offer food. This weeds out the ones who need food vs the boozers. The boozer will refuse you buying food and say they want money, well the truly starving and down on their luck jump on the meal and are greatful.

Also when I was in Junior high my family moved to the other side of the city. I wanted to finish the last 3 weeks of school with my friends, so the plan was I take the transit. First time taking transit I got lost and had no change to call my parents. I took me an hour at the CTrain station to get some one to give me a quarter. It was such a shitty feeling. Lost, scared and everyone looking at me garbage or con artist.
