u2 against blanka because it punishes ex up-ball on block or hit. This makes blanka easier to pressure on wake-up. I haven;t tried U1 in the match-up but assuming it punishes nothing like mingo says the I prefer U2.
I typically only use U1 in punish situations/limiting options but you bring up good points about it’s use, what are some good set-ups/gimmicks that you use to increase it’s versatility?

Bipson: I’m sure you can just slide under or dash under or out of the way, and then punish. If all else fails, you can also FA crumple. There’s almost no reason for Bipson to do the followup anyways.
Fuerte: U2 also punishes his tostada on block, should you happen to guess correctly on his vortex. Then again, U1 punishes his slide and cr.HK, which he will likely throw into his vortex, since it is generally safer and leads into tick throw if blocked. Lastly, should you happen to wakeup FA, you may get a crumple, for an easy U1.
Hakan: iirc, if Hakan knocks you down with a slide + followup, and then tries to oil up, he’s still standing right next to you and doesn’t recover in time to jump away from U1. I’ll have to retest this.
Boxer: his overhead is also punishable with st.MP , st.MK xx SJC U2. Or st.LP , st.MK xx SJC U2 if you’re shy of 1f links. But yeah U1 is an easier punish.
Sakura: EX Hadouken traps?
Ibuki: U2 punishes blocked cr.HK. Very useful to shut down frame traps such as tsumuji (2hit) , cr.HK, as well as shutting down the use of cr.HK as a footsie to counter cr.MP/st.MK.
A well timed U2 can land full damage against Fei’s chicken wing.
I use U2 vs Claw. This matchup seems to be one where Ultra really isn’t needed. But U2 or cd U2 will punish blocked/whiffed wall dives. Raida can punish RCF

I vote U2 for Blanka, I know I’ve punished blocked balls at certain parts of the screen before. Not that good players throw their balls randomly at 16 y/o ninjas, but they can be baited.
I guess I don’t alt Sakura hardcore enough, but iirc the only real crossup she has time for is either lk.tatsu or f+MK overhead. I think that this setup you speak of (I’m assuming is otoshi x2 , charged hado) is safe from reversals if she doesn’t charge up all the way. Otherwise you’d just be able to EX kazegiri out of it, instead of U2.
First of all, only scrub Sakuras would do a random U2 lol. Not to mention that it’d only be effective if you don’t have meter. Secondly, it does less damage than Chun’s U2 (lol) so I dunno what you’re so worried about. Lastly, can’t you just block, then dash and combo?
Boxer: are you saying you should use U2 as a counter-poke to Boxer’s cr.HK? glhf with that.

How many frames is “a few moments”? Can we just substitute in mk.cd or hk.cd instead? Then maybe we won’t have to worry about the timing.

In my TK kunai experimentation, I found a little trick with Ibuki’s super. After a neckbreaker or other untechable knockdown, if you jump early and position yourself right over your opponent’s body (or even cross up) and do super, it’ll look like it should crossup but it doesn’t. May be a handy trick once in awhile, against the uninformed. It’s not quite safe vs reversals though.
I just found out Sagat’s super can punish lk/hk tsumuji on block.
Also Sagat’s super can juggle indefinitely in the corner, if you have infinite meter. Not realistic but maybe a good way to practice doing 2x qcf fast and with timing.
MK tsumuji is indeed safe, since it’s 0 on block. The problem was that apparently Sagat’s super starts up incredibly fast (about 2 frames, similar to Ryu’s super).
Pray he doesn’t know he can chicken wing out of vortex. Honestly, I think that character is straight up retarded good. Doesn’t help I think he can just auto pilot most of the time and be completely safe, must be nice.
As far as terrible matches for Ibuki, he’s definitely up there. Along with Rufus, Super Cammy, Bison. I just don’t get how those characters can just put on infinite pressure and have people think that’s okay.
Gouken and Abel are also a pain for me but that’s cause I suck ass.
you should try nuetral jumping against fei long. there isn’t much fei can do to it… if u throw kunai or press mk you will beat a chicken wing(also a free super if u have it) and it will beat his rekka’s as well. rather than throw the kunai in okizeme try safejumping him because all his reversals are slow.
I also thought it would be a good idea to stay just outside of rekka range and whiff punish but that can be difficult to stay at and might get you walked into the corner which is death against fei long.
also from certain ranges u can st.hk, ageman, or slide under the chicken wing. also ex dp works great against CW.
