There is no reason to ban the console characters.
I *actually *cannot think of any real reasons to do so.
I could hold a tournament in my city tomorrow and nobody here plays the DLC characters besides me and one other dude and I would still have everyone ask me “Why?” if I said I was not allowing the DLC characters in tournament.
Truth be told about the console characters, isn’t Kagura just a B+ and Terumi and A- in terms of tiers anyway? So…aren’t those 2 at least considered to not really be broken at all?
Terumi is B-tier. Kagura is C/D I’m not exactly sure, but people are figuring out that he doesn’t really have any good matchups, while he does have quite a few that are extremely poor (Koko, Rachel, Mu, etc.).
Kagura is poop tier, he’s fun as balls to play, though.
Well, until people realize how to play against him.
Correction, he’s fun to combo with. That’s about it. 
How does this not make him B like everyone else who has no good matchups and several sucky ones?

Look at Guilty Gear XX Accent Core Plus R, that game is THE MOST balanced fighting game EVER made and it has ABSOLUTELY NO overpowered character(s)! Unlike that gay shitty-ass BlazBlue Chronophantasma, Kokonoe RUINED the fucking game! EVERYBODY gets bodied by EVERY Kokonoe players on PSN! EVERY Kokonoe players ALWAYS win in tournaments!
