I recently found out that CF is not the last blazblue per se, it’s just that the ragna arc will come to an end and a new protagonist will take over. Another chance to change engines?

It’s old news. Mori has said it interviews a couple of times. Well, except for the “chance to change engines” bit, that’s just Hadoking making stuff up… (or getting wishful)
Will this game come out in Fall 2016 for console in U.S.?
Probably not? Historically, BB has had a pretty long localization time. OTOH, some of the GG games got turned around relatively fast. OTTH, I don’t think they had anywhere near as much story text either.
We don’t really know though, so get your import budget ready.
I probably will import it from Yesasia and get the U.S edition when it release
