Dizzy was playable in GGX arcade. Original Robo-Ky in GGXX was console only and was banned, but he got a major overhaul and was placed in Arcade #R as the Robo we know and love today.
I once heard that Duo Lon was banned in KOF2003 in some places? Wouldn’t be surprised, either, since he was quite broken for a normally selectable character (two infinites, custom combo LDM, stupid fast teleport, etc.).

Dural is the boss character of the Virtua Fighter series, the equivalent of Shang-Tsung, Gouki, or Gill. Dural has always been a banned character from VF console tournaments. Also during the VF4:EVO years the console exclusive water stage was banned because it was like fighting inside of a closet. So VF has its boss character banned and the (ridiculous) console exclusive stage from 4:EVO was deemed not tournament viable and was banned.
Dural wasn’t ever meant to be balanced or played in tournaments though…and I don’t know what Sega was thinking with that stage in VF4:EVO but obviously they were smart enough not to ever put it in the arcade versions of VF4.
