A lot of people at least here still donāt like the idea of a character you have to do more than add assists or meter to to make good. Iām personally on the same boat and feel thereās enough characters that still give him trouble no matter what level heās in. Its easier to just play somebody thatās still good even without having to keep your point alive.
Phoenix, Phoenix Wright and Frank West all fall into the win more than you already were set of characters that isnt as strong as just having 3 people that are always gonna be strong points with an assist or XF3. Thereās a lot of ways to win in this game so having a win more or lose more type character on your team is not super appetizing to me.

Skrull and Wolverine are underrated point characters and deserve a bump.
Plasma Beam is a godlike assist. Deserves to be top 5. It counters just about any type of assist and it locks down.
I still donāt like Frank though. Honestly, I donāt like any insurance policy type (frank, phoenix, etc.) of characters except for Vergil because that assumes you already had the momentum and were probably going to win anyways. Vergil is the exception because even if you didnāt land a hit or get 5 meters, he is still a huge threat.
there is nobody in the game better than lvl4+ Frank West, except maybe Phoenix, and he can kill Dark Phoenix for free anyways. His power up is waaaaaaaay easier to set up than P. Wrights or even Phoenixās. He is top tier
Iāve always put phoenix in mid tier. Sheās cool and all, but she basically prevents you from using x-factor, meter, and having a third assist unless you are killing the last character. I mean, you can use those resources with phoenix, but then phoenix really isnāt doing anything. Not to mention there are so many setups and the gameās engine itself is set in place to counter phoenix.

One thing to keep in mind when talking about beam assists is the DHCs and THCs that come with them.
IMO out of the three Proton Cannon is the best of them at these. Invincible Super xxx Proton Cannon is really really good. I know I saw some player from Texas really abuse it with Spencer.
Doom and Mags are much better characters in general though, I just prefer having Full Screen damaging supers to DHC into

This game is suppose to be played way more defensive. Its why ātheoryā characters like Zero & C.Viper arenāt winning majors yet.

Well, now that people are blocking me, I get to start throwing my seriousness/tech out there. The reason Zero doesnāt place well, is that most (not all) Zeros play him to try and derp the entire game into a lightning ridden mess, and they do stupid unsafe shit that gets him blown up, and since they just put 2 assists behind him, theyāre helpless without their little toy sword. Most good Zeros arenāt patient enough. Viper doesnāt place well, due to effort being a prerequisite for playing the character. Good vipers are all in hiding from the swords. When Vipers come out of their caves, and Zeros start really having teams instead of Zero/derpy assist/derpy assist, that dude will be scary as hell.
To be completely honest, zero isnāt even that theory oriented. He takes execution, but itās very very feasible to perform his stuff on a consistent basis. The main reason zero players donāt place consistently is due to the fact that every zero player doesnāt seem to be able to play any character except zero. As soon as zero dies for 99% of zero players, the match goes way downhill.
