Take it with a grain of salt. Ryu is ranked tied for second worst in that top 10000. Sim is second best? Meh, how internet matches play out is somewhat useful to look at but I’m not putting much weight on this measure. Obviously Gief Laura isn’t 9-1 in her favor, that’s idiotic.
I don’t think the tier list is consistent with the other data from his site. Check this out, Data was pulled from 1002 top matches while the data of tier list was pulled from 1800 top matches. According to this, Gief is weaker with 48% win rate but still ok I guess.

Although I find the tier list is suspicious, I’ll use it for whining purpose anyway.
If you believe this tier list, and also have a 20% win rate, then yes you probably should switch characters or wait until buffs. He is fine if you don’t mind 6-4 matchups that require work, but are winnable. You need a secondary for those 8-2ish matchups like Sim or Nash though. He isn’t a tournament character but I feel like I’m doing fine with him online winning about 75% of my matches (against gold-platinum opponents). My worst matchups are Sim, Nash, and Slaynman’s Gief!
I posted it more as a joke than anything.
It might be better to have the ~20 best players of each character and compare those. At least this would hopefully eliminate the quantity problem. (E.g. Ryu always looks weaker than he really is due to there being so many Ryus.)
