The stick is still available and the ChimpSMD is supposed to work in PS4 Legacy Mode according to http://www.neo-geo.com/forums/showthread.php?264742-SFV-PS4-legacy-controller-compatible-sticks-PCBs-(see-first-post), but I can test it out later today to make sure.
