Would SF4 been any different if T.Hawk And Deejay made the cut?

i know they’re in SSF4 but many people know they were originally going to be in SF4 but were cut from the game due to time constraints

so would SF4(Original)of turned out any different if hawk and deejay had made the cut and were in before super?

Considering how much damage T Hawk does now, with damage across the board cut, I dont even want to think about how he would be in SF4
