Honestly there wouldnt be any hate , if Capcom gave us the option to just get the Balance update and the characters separately. People get entitled to shit and get upset since they have to pay for this update anyway. So after 4 Copy pasta characters , when the 5th one is a clone of the hated/overused character people are going to be upset.
Why would anyone put themselves at a disadvantage like that? Because of one character (or maybe all 5), you’re willing to forfeit the ability to learn match-ups for the new characters, except through online play/ local battles on someone elses console?
Besides people asked Capcom for Rolento to appear in SF4 after seeing how easy it was to implement him into the game, and sending the videos to Capcom to prove it! Hugo and Poison were both already prior planned for release in the SF4 series but never made it and Elena fans wanted Elena to appear as well? So if you’re a company looking for some revenue, you know full and well theres an audience for an update and you can easily add 4 requested characters (who already have a similar aesthetic) to the game, why wouldn’t you?
Decapre is only a clone in certain aspects:
Her pre-established storyline where she is literally a clone
Her stance is not trademark to Cammy
And of course the normals (for now)
and some of those may even be subjective to change! Her style on the other hand is different, fresh and interesting.

Modders can’t make money off of mods so they just do what they want for the love of it knowing they have no consequence as long as they don’t try to sell their mods.
Simpler explanation for the first part: When you have a business, you pay people for their work. When your business grows, you pay them more. When it grows into a large scale name, you pay them lots of money for their time.
