I’ve played against plenty of Japanese people and have never had one kick.
I only play people with 2 bars or more. Sometimes, in dire needs while facing adversity, I will play a 1 bar connection, and to my surprise, it wont be very laggy at all.
What makes me angry is when you play a guy with 4 bars and the game is hella laggy, especially with Zangief doing empty jump SPD…Zangief thrives in a lag filled enviorment.
2 bars is the lowest I’m willing to go. 1 bar games, in my experience, are always lagfests.
Saying that though, when the game was initially released (I got my copy early) I played a ton of Japanese players. There was hardly any lag, even 1 bar connects. When release rolled by it suddenly turned matches against Japanese players into a slideshow at times. I could be wrong, but maybe the servers getting so much use could have something to do with it.

Yes, there is lag.
Bottom line: you will have a 200-250 ping to Japan from the States. Without GGPO-style rollback netcode, there will be noticeable input lag for both players. End of discussion.
There are no dedicated servers hosting matches in SF4 (at least on the consoles), so your theory about the servers is wrong.
Also, American kids who join 1-bar games with the language priority set to Japanese are more than likely going to be flowchart mashers.
I live in Hong Kong and the vast majority of Japanese won’t play with me even with 3-bar (or even 4-bar) games, and I don’t blame them at all.
Its the one bar connections. I’m in Singapore (S.E Asia) and I get 3 bar connections with them all the time, most of them will only kick when they see 2 bars or less.
The bar system sucks. I’ve had green bars and the match still lagged to hell and vice versa.
how are your games against other people in Japan? I’ve always wondered if maybe their infrastructure is better and you get 5 bar games all the time. Not all 5 bar games are created equal either, there are 5 bar games with slight lag and there are 5 bar games that almost seem local.

Japanese players have figured out most outside of Japan are flowchart kens who don’t add any experience…
I am in D.C. and had a real good connection with a guy from Korea no noticeable lag at all. I have run across a lot of 5 bar games that turn laggy.
If you are west coast you can usually pull out 4 bar connections with Asians anyway.
Where I live, 2 bar is about as good as it gets, with a very occasional 3-5 bar. 2 bars normally play fine.

My experience so far is that everything under 5 bars is unplayable. I wait around in the pre-game screen until i see that the 5 bars are steady before i even consider starting the game.
I have never had a good online match of SF4. It’s part of the reason I don’t even play the game much if at all anymore.
Some ppl cant control what matches they go into. i’ve been in arcade mode and got put into the same 1 bar room 2 times in a row. It’s the people that ready up once thery’e in that 1 bar room that are the ones to get annoyed at.
Your xbox is your server. Thats why there is lag.
People who think anything worse than 3 bar games are playable are cute. I don’t think you have to be a snob to refuse to play 1 or 2 bar games, the freaking indicator is bright “stop” red. Just because your button mashing comes out the same whether 1 bar or 5 bars, remember some of us actually like to react to whats happening on the TV screen.
Japanese internet is superior to American internet. When they play each other it is 5 green all day every day. Why play with anything less when you can just wait for a japanese buddy to sign on?
