Never played the PSP version but if it’s the same samples as on the original it’s because of the sampling back then.
He does actually say Tiger and if you listen to the sample over headphones you can hear the ‘T’.
It’s just that the sampling back then was pretty rudimentary and ‘T’ is a very “sharp” letter, a little like ‘P’ and they don’t sound very clear is all.
When you say a ‘T’ or a ‘P’ you use air to make that sound and when recorded over a mic and played back at a low sampling rate (and is then played back through the comparatively bad PSP speakers) that just doesn’t become audible very well.
