Checking in “All about Street Fighter III The Fighting Bible” (old Japanese mook) they use the term target combo. I believe the term was created to differentiate from other forms of combos/cancels at the time.

They stated that it’s something to aim for and achieve (狙って実行する）which they state is where the name target combo comes from. (というのは名前の由来。）
