Audio, in my opinion Street Fighter Alpha 2 is the best Street Fighter because of the alpha counter.
Makoto is pretty stupid at high level play. Mainly for her damage and stun output more than anything else. Her option selects with parry and kara karakusa help set things up but ultimately she just does too much damned damage just for finally getting in.

A2 is one of my personal favorites as well (sunk a TON of hours on GGPO when Ponder added THAT one.), ST/HDR, 3S and CVS2 are right up in that grouping also, but I didnt like A3 that much, not to say it was a “bad” game by any means, just not my flavor. My vote is still out on SF4, not sure how I feel about that game yet. (Some days I hate it, some days I dont, whatever, we shall see what SSF4 yields.)
Makoto can 100% stun half the cast, and 80-90% on the other half. Two good reads or guesses = stunned. On top of that, she’s as strong as Ryu. She’s arguably top-tier. Urien used to be terrible, until people figured out how to use Aegis with the Unblockables and corner mixups. Oro can win the match with SA2 unblockables and get 50+% damage from SA3 juggles OR get a ton of chip damage from regular SA3 corner pressure. If Chun wasn’t in 3S, these characters would be way higher on the tierlist(but you can say that about a lot of characters).
And honestly, “guessing” in 3S is something a lot of players haven’t gotten over, which is why people hate on parrying so much. The game truly does go way more technical than that, it’s just a lot of people get way too impatient and go for 50/50 mixups straight away on wakeup or something. Parries can also get punished. Check out Hayao vs Haitani for the best example of baiting a parry.
And it’s funny, because red parries are almost NEVER brought up, which do away with guessing and reward the reading aspect a lot more…

That said, I don’t hate parries. Parrying is exciting and can keep you on your toes. I still prefer games that don’t revolve so much around lucky guesses though.

And yet Elena, who is low-mid tier, has pretty much everything that Chun has.
Including a hit confirm for days.
The difference being that said hit confirm can be parried high, whereas Chun’s must be parried low.
I think you give the parry dynamic too little credit in Chun’s gameplan.
Chun’s b.hp is also a super-fast wall of damage that links into SAII. Don’t forget about that.
Parry is game changing that’s it.

Those characters aren’t considered low tier. They are high tier, just below the top three and Dudley. Urien and Makoto are definitely not low tier, and Oro is a strong character.
the parry system isnt newbie friendly, thats why newbies hate it, and since we have more newbies than experienced players, it makes it look like nobody likes it, but its a great system

Lies there are only two spots that have ppl that are any good at fighting games in SC. One is Anderson the other is Columiba. Camden used to be badass than everyone moved to all parts of the country.
You shoot yourself in the foot saying it wasn’t balanced. The parry essentially made that game balanced. Footsies and everything are extremely important and people think it’s easy to just parry everything. It’s not. You need to know when to parry when not to. You have more character specific combos, and you HAVE to able to hit confirm. Something 98% of people are too lazy to work on. Chun is indeed powerful and I’ll be honest I have her as my secondary since I can just turtle up because of back fierce and crouching roundhouse. She’s still very beatable.
Parrying isn’t noob friendly but it’s not like it takes tons of practice to learn how to do it efficiently. Red parries are a little more difficult but it’s something I worked on since day one. I’m probably right on saying since you can’t spam fireballs and be a jackass in 3rd Strike people don’t like it because you have to use your brain to actually do something.
I don’t like it because as a Ryu player I don’t like that they can take my fireballs without consequence.
