Is there a story behind this? Is the Valle Alex Valle?

Yes.

The story goes, that Valle was the first to really use/abuse them. He used them on John Choi during their famous match in the [media=youtube]iB5IwNrHj4g"[/media]. Despite being surprised by it, Choi managed to figure it out during the course of the match, and actually using it against Valle.
