Rog is barely high tier imo.
Dude has serious gameplay issues.
Without Ryu or Sagat, I don’t know who could beat Zangief. I think he might move up the most, then maybe Rufus.
Akuma can put up a decent fight against Zangief.
And Balrog is not top tier. He’s high, but definitely not at the top. With Sagat and Ryu removed he might move up a few knotches though.
echoing this, dictator vs cammy is 5-5 at best for dictator, 6-4 at worst.
as for balrog, I think people only view him as top because his execution is so damn easy, and online players don’t know how to stop him. Once you can look past that, balrog has some major problems landing damage due to the lack of approach, and lack of safe specials. He’s right smack in the middle of the cast, if not lower.
