How often have grapplers won major tournaments? How often would you say grapplers are considered top tiers? Maybe there’s just a fundamental weakness that’s inherent to being a grappler, particularly in Capcom games.

Uh. Yes. It’s their mobility. Or, rather, the traditional lack thereof. In a genre where spacing is so important, having subpar options for controlling your own spacing is often a huge deal.
On the other hand, developers that aren’t Capcom usually get at least one really good grappler in their games, so it’s mostly a Capcom-thing. KOF in particular has system mechanics that tend to favor grapplers (comboable command grabs, the jump system, rolls that can be used as an approach while grapplers are good at punishing rolls), hence their grapplers tend to be really solid.

Capcom style grapplers were strong in some SF2 games because, while they had a hard time getting in, if they did it was almost game over, especially with Hawk in ST, who takes this design idea to the limit.
After ST Capcom kept nerfing throws by reducing their range, damage and speed, and added throw invulnerability to prejumps. Grapplers meanwhile didn’t get buffs to compensate, so the archetype declined as it lost the massive advantage at close range but kept their slow mobility.
Gief was strong in a few games afterwards, but not so much for his grappling.
AN? he had command grab and his regular grab did more damage, as well as air grab, a grappler is person who game revolve around landing their command grab. just because they had other tools does’nt change that. Waldestine, Vise, Potemkin, Tamaki, Tager, KoF Daimon/Bear usually have other said tools, Are they not grappler too?
