Songpeng (Ophelian at that forum) has there a list off top of his head; this is not the final version so some players can be missing, but in your case (asking for 1 best person) I guess the lesser list is, the better.

Also mind that there were 11 samsho games released, and that list deals with SS4 and SS5sp.

I’d say this is an ONLINE list.
There are far more skilled offline players in China (SS2), Japan (SS5) and Korea (SS4).

well, m216xlegendx (USA) destroyed alot of asians online. You can say they are stronger in reality but lost because of lag, BUT it doesnt means that asians would certainly win in offline match with him. If we take the position that only offline is what matters, then you basically cant compare players from different countries -> u cant really name 1 strongest player in specific SS game. At best it will be 1 strongest player in that game per each country (that is, if you gather all players of that country offline and make them fight each other).
