Nobody mentioned Zangief? Heh. Nobody else has such dangerous, effective mixups, mixups that are so strong that even if you guess right, guessing right only means that you have to deal with even more mixups, and if you guess wrong you’ll lose between 20% and 60% life and have to deal with another very powerful mixup.

Sakura.
Without resets and mix-ups, she’s easily a bottom feeder due to mediocre damage, lack of a real GTFO me move and unreliable aa.
With her mix-ups and guessing games in fill effect, she stands a chance against a valle-used ryu.
Maybe I’m just biased because she’s my main, but I don’t see any other character actively looking for a particular series of moves to initiate any offense worth noting (ex-shunpu into her 5-6 options).

Zangief, Fuerte, Abel are very dependant on mix-ups to get the win.
- Elf, Honda, Gief, Abel
- Viper , Rufus, Akuma
In my opinion guile has the least mix up.

Has to be Fuerte. Even though you can counter a lot with a react shoryuken, you can always just cancel your run and block, then punish the Shoryu with HK > dp.HK (or EX), or RSF if you can pull it off, which makes just spamming DP to stop Fuerte a very VERY dangerous idea.
Fuerte can hit you high from the front, high from the back, low from the front, standing grab, or one of his jumping grabs. You have to decide to block high, backwards and high, block low, focus, Dragon Punch, or jump.
That’s because people don’t like to use him anymore… They realized that he still takes hard work at a high level of play 
its easy to tell which way to block or what to do vs fuerte once u know what to look for… or u can take the chance and just FA on wakeup…

Fuerte is pretty confusing sometimes…
In no particular order: C.Viper, Abel, Sakura, Gen, Akuma, Elf, and Seth all have a pretty good mix up game imho.
Sabre
