Since I don’t understand some of the matchups well enough, I’d have to say T Hawk, Guy, Vega, Ryu, and Evil Ryu. Odd as it sounds, I actually have a tougher time with Evil Ryu than normal Ryu. At least as Sakura.
Cammy, she’s already a bad matchup for Blanka, but she just keeps getting worse and more and more people are picking her up.
Seth. Faggot ass character has every tool a character needs to be good in this game. IMO, he shouldn’t have ANY bad match-ups. Of course, I haven’t followed Street Fighter since the beginning of Super. Im just going off of what I saw throughout this game’s life span.

Ibuki. Fuck that exposed hips knife throwing whore. It’s like playing against Fuerte that actually has combos and damage. Not co mention that unbeatable AA normal she has. (not sure which one it is but you know the one I mean). Coin flip fighter 4, lessgo.
Mostly either Akuma, Chun-Li, Cammy, or Oni.
Oh yes, honorable mention goes to Blanka when he wears his last alt. I dunno wtf Capcom was thinking when they made that shit but holy fuck it actually makes the matchup harder for me. It literally hurts my eyes to look at.

Being dead honest and as brutal as possible: Both Offline and Online Blanka will consistently rape players with a horrible footsie game. Day 1 Vanilla Blanka’s strength was in grinding most characters down with poking/counter-poking. Online Blanka is allowed a lot more room to play ST-style Shenanigan Blanka…but the tricks are limited and you’ll see 90% of them after playing 4 different online Blanka players.
In short: If you’re getting consistently ran over by moderate versions of either style Blanka (outside of characters that do horribly versus him, which is what? Two?), either your footsie game needs to be improved or you are not adapting to the limited shenanigan tricks.
Shorter version: I agree.
He has arguably the most favorable matchup in the game vs. Hawk and has other 7-3 matchups. He has a lot of bad matchups, but he just absolutely destroys certain characters like deejay, gouken, dan, sakura, etc.
Mp ball is safe on a handful of characters and ex and lp ball can be made safe with proper spacing vs. most of the cast. EX Vert ball, Hp horiball, and EX horiball can also knockdown now making them incredibly safe.
Hop has lower body and throw invincibility for the vast majority of the move.
Blanka can force characters to jump or attempt to focus attack by repeatedly pushing them out with his superior footsies. The idea is that you treat his cr.hp or whatever as you would a fireball.
He has a high/low mixup game, strong frame advantage from electricity in conjunction with a very above average kara throw, unblockables/fake crossups, a very strong anti zoning game, oppressive footsies, and he can meterlessly combo into ultra from a high or a low. He was pokes and shenanigans 3 years ago but the character has evolved, watch current high level blanka play, it’s nothing like you described.
He doesn’t hit the hardest, and he doesn’t have the best mixups, but what he has is good.

In theory it’s all candy and flowers and hugs, but we can apply that rationale to all characters. Everybody know what has to be done, even against Cammy. But can you* do* it? Can you respond adequately? Can you do that* while attacking and not exposing yourself*? Finally: can you do that with* your character*?
Funny though, El Fuerte doesn’t really worry me much.
